The difference comes in the types of programs they offer. Typically a college offers 2 and 4 year degrees or certificates where a University offers undergrad programs like a college but also offers graduate programs such as Masters and PHD’s. A University is usually larger than a college.
A junior college is simular to a college, but it is usually cheaper than college if you live in the same city as the junior college. Usually students attend a junior college for their core classes and then transfer to another college or university for their major. (Because it is cheaper);

It may be worth mentioning that this is in American context. In other countries including the UK, colleges are like high or secondary schools. After finishing college, then you can go on to university.
